INSIDE (Prison Ministry)
The youth correctional ministry of Chaplain Charlie Corum began at the Fred C Nelles Youth Correctional
Facility
in Whittier, California in 1991.  As the pastor of Olive Branch Outreach in Rosemead, he and eight other
church members visited the Madison and Kennedy living units at the facility on Friday evenings.  The  Nelles
facility closed in June 2004. It was the oldest youth
correctional facility in the, then,
California Youth
Authority
(CYA).  It was originally opened as a reform
school for boys in 1891.  In 1995, Charlie becme a
chaplain with
Pacific Youth Correctional Minstries
(PYCM).  Chaplain Charlie eventually expanded his
his ministry into the CYA facilities at Camarillo, Chino and
Norwalk.  In 2006, Charlie founded the
Youthful Offender
Resource Network
(YORN) to work with parolees and to
provide  ministry opportunities for churches.

The California Department of Corrections and Rehabilitation, Division of Juvenile Justice (DJJ) houses
about 1,700 wards in 5 institutions.  There are another 2,000 parolees under the supervision of 16 parole offices in
the state.  Chaplain Charlie focuses the ministry in the 2 institutions (H G Stark closed in 2010) and 8 field parole
offices in the
Southern Region of the DJJ. The facilities in southern California are in Norwalk, and Camarillo.  
Activities.provided to DJJ facilities, by Chaplain Charlie and the YORN ministry team, includes holiday gift bags,
Christmas and Mother's Day card with stamped envelope distribution, Bible and Christian literature distribution, Bible
study fellowships, meal programs, special activities and reentry resources and mentors.
 

The Southern Youth Correctional Reception Center & Clinic (SYCRCC) Norwalk
SYCRCC is the starting point for those entering the DJJ from southern California counties.  It is a diagnostic and
residential facility with education and treatment programs for DJJ wards. It also has a sex offender program and a
psychological unit.  Chaplain Charlie assists Protestant chaplain,
Marty Jackson, by providing Bible study
fellowships and holiday programs and projects. He also directs the adopt-a-unit meal program on all the living units.

The Ventura Youth Correctional facility (VYCF) Camarillo
VYCF houses female wards between the ages of 13 and 25.  It provides custody care, education, treatment, and
vocational programs for girls and young women in the DJJ. Next to the VYCF is the
Sylvester Caraway Public
Service and Fire Center
.  At this fire camp there are 4 male crews.  Beginning in 2007, VYCF also started  
housing male wards in several units.  Chaplain Charlie assists Protestant
Jacob Matchak by conducting a Sunday
night Bible fellowship and occasional special and holiday activities.  He also provides parole resources to wards at

Working alongside Chaplain Charlie in the DJJ institutional ministries are a team of faithful volunteers. For

LOS ANGELES COUNTY PROBATION DEPARTMENT

LACPD houses about 4,000 minors in 3 juvenile halls; Central (Los Angeles), Barry J Nidorf (Sylmar) and Los
Padrinos
(Downey) and 19 camps including; Afflerbaugh, Gonzales, Holton, Jarvis, Kilpatrick, McNair,
Mendenhall, Miller, Munz, Onizuka, Paige, Resnik, Rockey, Routh, Scobee, Scott, Scudder, Smith
and the
Dorothy Kirby Center.  In 2007, there were 236,856 juvenile arrests in California.  About 13% of those arrested
ended up wards of the State or a County.  The leading counties with most arrests were;
Los Angeles (61,592),
San Bernardino (18,220), San Diego (17,102), Orange (15,015), Santa Clara (13,871), and Riverside (11,341).

Youthful Offender Resource Network Website
To assist DJJ wards with their goals to succeed on parole, Chaplain Charlie founded theYouthful Offender
Resource Network
(YORN) in January 2006.  YORN is a simple concept that links parolees to a network of
resources in their community when they parole.  The website was started in October 2006 and offers parolees,
parole agents, and others links to helpful resource lists for all of California.     

Youthful Offender Resource Network Referral Sheets (Pre-Parole)
Chaplain Charlie and many of his volunteer team offer wards, while they are still in an institution, pre-parole
counseling
.  A ward only needs to give his ZIP code for the YORN volunteer to gather specific referrals from the
Internet and other resources.  The
referral list is then given to the youth preparing to reenter society before he or she
goes to the parole board or probation.  For those wanting a mentor, YORN matches the ward.with a volunteer from
their community of reentry.

Zone Churches and/or Mentoring
Churches and individual Christians who are interested in welcoming a parolee home upon their paroling are needed
all over the state of California.  The first church to partner with Chaplain Charlie to receive DJJ parolees was
Crossroads Community Church in east San Diego.  Pastor Rick Davis and his congregation welcomed their first
two parolees in 2000 and 2001.  Over the years, several youthful offenders have been received into fellowship,
mentored, and loved by Crossroads in the San Diego area.   Chaplain Charlie often calls pastors to ask if they might
have a
committed and caring member who would like to welcome  a youth upon their release from the DJJ or  
LACDP  The mentor / parolee relationship is for a minimum of
six weeks.  Scripture based lessons are provided
by YORN.  

Parole Scholarships
Two types of scholarships are offered to DJJ parolees who qualify upon parole. The first is a $100 to $150 gift
certificate(s) to assist with
clothing and essentials upon release.  Also, each year,  $250 gift certificate are given to
assist with clothing, essentials, and
initial educational or vocational enrollment needs.  Scholarships are only
available to wards who qualify and have been interviewed.  There must also be a real need for assistance.  

Motivational Speakers
YORN offers opportunities to parolees who areproven
(rehabilitated, responsible, and reliable) to speak at
churches, youth groups, and schools.  Speakers are
screened and must be approved for speaking by their
parole agent or probation officer and Chaplain Charlie.  
Many former youthful offenders have been invited to speak,
as guests of YORN, on public schools and churches.

1.        Chapel Service Ministry (for churches) Christian church worship teams, music and/or drama ministries    
           may provide program for institutional chapel, holiday or special services.  To teach or assist with Bible Study
         programs, YORN usually refers volunteers to the facility Protestant chaplain.
2.        Fellowship Meal Ministry (for churches) Christian church and ministry teams may adopt a living unit at      
           some facilities and provide occassional meals on site.  Also, volunteers can help with holiday and special        
           meal programs (Ice Cream Social, Pizza Night, Thanksgiving Dessert, Christmas KFC Dinner).
3.        Zone Church (for churches)  Christian churches are needed to welcome youth on parole  or probation,       
           recruit mentor(s), and be point of contact for their church (ZIP code(s).
4.        Prisoner Gift Bags (for churches or individuals)  DJJ GIFT BAGS include; cup of noodles,                   
           microwave popcorn (packet), hot chocolate (packet), fruit drink (individual carton), cookies               
           (individual pack), deodorant (non-alcoholic), shampoo (see through plastic),  2 stamped                    
           envelopes, small note pad (no spiral wire),  nutrition bar or Starburst candy, church card &                
           Bible literature.
  (Gift bags are distributed throughout year (on request) and at Christmas to all wards).  
         
PROBATION GIGFT BAGS vary from facility to facility.  Please check with YORN for your facility.
5.        Holiday Card Distribution (for churches or individuals) Donate Christian holiday cards with stamped       
           envelopes for Mother's Day, Father's Day & Christmas distribution (some facilities do not need stamps).
6.        YORN Research Team Member (for churches or individuals) People needed to do Internet and other        
            research for their ZIP code and surrounding area.
7.        Scholarship Fund  Financial donations of $100 to $150 are welcome throughout the year to assist youth        
           reentering their communitie.  In January, $250 Reentry Scholarships are needed to present at the Annual        
           YORN Banquet each year.may be designated for a scholarship fund. Make check payable to;

8.        Inside Ministry Team Member (for
individuals) Committed and caring adult Christians, after background
         clearance, visit wards and help with Bible studies and activities.
9.        Outside Ministry Team Mentor (for individuals) Committed and caring adult  Christians, after background
            clearance, mentor parolees for first 6 to 8 weeks with a curriculum.
10.      Special Service Provider Provide a special service like hair styling, cosmotology, book donations,                
           motivational speakeing, special classes (anger management, parenting), music lessons, dress for success.
11.      Christmas Gifts for Children of Youth  YORN collects age appropriate gifts in December to be given to
         children of youthful offenders.
12.      Chaplain Charlie Ministry Partner (for churches or individuals) Financial gifts may be given to support
